What are the cheapest home phone service? I live in Los Angeles county. VOIP is ok too.?

I need a phone for my home as cheap as possible. Incoming call should be free. I have internet connection in my house. so if any internet phone is cheap,its ok too.

For $250 it’s a gamble, but $8.33 a month average is pretty good. BTW Ooma has the same price point for "lifetime" service, but you don’t get Canadian calling free, and VM is a $100 a year option.

http://www.voipbuster.com/en/index.html offers something like 300 minutes per week unlimited….
but the down side is that you do not get a DID… so you would have to go to http://www.ipkall.com/ to get a free phone number to forward to your SIP phone line…
since the IPKall numbers are all within washington state, you can get yourself a local number from google voice to forward to your ipkall number…
